Ⅰ.Project Background

1.1 Construction Status

In recent years, the procuratorial organs have actively carried out public interest litigation work and achieved great achievements, which have been recognized by all sectors of society. However, conducting investigations and evidence collection in public interest litigation cases, especially in environmental damage cases, has always been a difficult task. How can the procuratorial organs solve this problem, fight the battle against pollution prevention and control, better safeguard the fundamental interests of the people, and enable them to live and work in peace and contentment? **Zhang Xueqiao, Deputy Prosecutor General of the People's Procuratorate, proposed that in public interest litigation cases, technical testing and appraisal play an initial and fundamental role in discovering clues, forming cases, defining rights and interests, and initiating litigation. To solve the problem of difficult identification that seriously restricts the long-term development of environmental public interest litigation, the inspection party group emphasizes the need to strengthen coordination and cooperation with relevant functional departments such as the Ministry of Ecology and Environment, and promote the establishment of a number of provincial-level judicial identification and testing laboratories for ecological environment, food and drug public interest litigation, as well as simple and rapid technical testing laboratories at the sub municipal level. However, after understanding the various provincial procuratorial organs, it was found that in the early stages of the establishment of the laboratory, there was a lack of unified standards for the allocation of investigation equipment, and there were generally problems such as insufficient equipment allocation, which made it difficult to adapt to the increasingly severe situation of environmental damage and food and drug crimes.

1.2 Construction Objectives

The new laboratory for public interest litigation is an integrated solution based on the technical, talent, and resource situation faced by the public interest litigation investigation and testing business. By adopting advanced detection equipment and utilizing advanced information technology, intelligent auxiliary functions are provided to ensure the quality and efficiency of exploration and detection services while improving the public interest litigation handling capabilities of the procuratorial organs.

The construction of a new type of laboratory for public interest litigation, based on the principles of aesthetics, precision, and convenience, aims to provide guidance on the experimental process and present data throughout the entire chain. Simultaneously possessing both laboratory rapid testing capability and mobile rapid testing capability, with all-weather testing capability.

The new public interest litigation laboratory has testing capabilities in areas such as water quality, soil, atmospheric ecological environment, fruit and vegetable pesticide residues, food safety, health product safety, biosafety, daily chemical products, and natural resources. By constructing full coverage detection capabilities through modular partitioning, and utilizing intelligent laboratories and big data mining, the entire process and line management of exploration and detection can be achieved.

Ⅱ.Requirements for supporting testing instruments

The rapid testing laboratory for public interest litigation is equipped with food and drug safety detectors, soil heavy metal detectors, multi parameter water quality testers, composite gas detectors, noise meters and other rapid testing instruments, as well as sampling equipment, sample storage boxes, portable public interest litigation site investigation boxes and other auxiliary equipment. Through on-site sampling, on-site testing and other methods, it can quickly and preliminarily determine the type and scope of pollution of water bodies, soil and atmospheric dust on site, as well as toxic and harmful ingredients and illegal additives in food and drugs.
